External Affairs Minister Sushma Swaraj launched a students registration module for Indian students studying abroad on the MADAD portal. This allows the government to track the number of students going abroad and also reach them in case of emergency.
Until now, the government had no data on the number of Indian students leaving the country to study abroad.

Consequently, it had no way of helping them in case they encountered any problems or had grievances that needed to be redressed. But with the launch of this new module on MADAD, which translates to ‘help’ and is described as a Consular Grievances Monitoring System, the government can easily help the students in times of need.
About 1085 students have already registered themselves so far.
The MADAD website has been around since February, 2015. It can be used to reach the government for problems related to court cases, compensation, domestic help, salary dues, repatriation, cases of arrest, etc. However, maximum priority is given to cases related to bringing back the mortal remains of any national.
According to Swaraj: “The portal seeks to significantly reform the linear process adopted to post grievances from the originator of the grievance to the concerned Embassy or Consulate of India abroad and cut down the time required for grievances to be sent from Delhi to our Missions abroad and to get them to take necessary action.”
Nearly 13,206 cases of grievances have been reported on the website until now. Out of these, 8233 have been addressed.
“Only grievances falling under the consular jurisdiction of concerned Indians Diplomatic Mission mentioned in the grievance, filled in by the grievant, will be entertained by the Indian Diplomatic Mission,” the MADAD portal states.
The portal cannot be used for visa, passport queries, emergency travel documents, or attestation of documents.
