While walking down a street (and any street for that matter) don’t you feel that it could have been a bit cleaner? That the authorities could have done something more, or that citizens could have also contributed towards its maintenance?
Well, the results for Swachh Survekshan 2018 are out, and leading by example are the cities of Indore, Bhopal and Chandigarh, which were declared the cleanest cities in India, in the above order!
The two cities in Madhya Pradesh, have retained the positions they achieved in 2017, while Chandigarh moved up from the 11th rank it secured last year.
If you are curious about who was instrumental in making these cities the cleanest in India, your answer is—everyone.
It was neither a top-down approach where the government cleaned up the mess made by citizens, nor was it the sole effort of the concerned residents of the city.
For example, take a look at the assessment test. Some of the main categories were—inspection of open defecation free (ODF) progress, collection and transportation of solid waste, and processing of solid waste.

It also considered data submitted by civic bodies as well as feedback from citizens. According to a report by the Times of India, “The on-field survey for Swachh Survekshan has been conducted by an independent agency, and the data for ranking the cities has been collected from three sources—service level progress, direct observation by random field visits, and citizen feedback.”
