With the view of making the process of finalising the Budget more transparent, the government has asked citizens to send in ideas, suggestions and proposals for the Union Budget 2016-17.

Govt Seeks Your Suggestions for Union and Railway Budget 2016-17

To make the process of finalising the Budget more transparent, the government has asked citizens to send in their ideas, suggestions and proposals for the Union Budget 2016-17. According to an official government statement, suggestions from the public had been included in last year’s Budget as well. Inclusion of public suggestions will help the government promote ‘Jan Bhagidari’ (people partnership), and will also increase the horizon of the budget making exercise.

People can post their suggestions for Union Budget 2016-17 on mygov.nic.in by January 20.

On December 22, Prime Minister Narendra Modi asked BJP MPs to reach out to the public seeking inputs for the Budget, and also asked his council of ministers to contribute ideas. Ministry of Railways has also asked for public suggestions so that railway operations and facilities can be improved accordingly. The last date of submission of ideas on the Ministry of Railways website is January 15, 2016. For railways, the suggestions can be given under 15 heads like computerisation, electrification of lines, infrastructure, foot over bridges, innovative ideas and more.

Before presenting the final Budget, the government holds discussions with different stakeholders like trade unions, economists, industry representatives and social sector activists.

The public proposals that made it to the Union Budget last year include:

  • To make sharing of PAN mandatory for cash transactions above a specific value
  • Abolish wealth tax
  • Monetize gold and launch sovereign gold bonds
  • Simplify tax structure
  • Create special tax incentives for promotion of Yoga

The Budget team of Finance Minister Arun Jaitley includes Minister of State for Finance, Jayant Sinha; Chief Economic Advisor, Arvind Subramanian; and NITI Aayog vice chairman, Arvind Panagariya. The official team is led by Finance Secretary, Ratan Watal; DEA Secretary, Shaktikanta Das; Revenue Secretary, Hasmukh Adhia; and Disinvestment Secretary, Aradhana Johri. The Budget is usually presented in Parliament on the last day of February.
