RTE Section 12.1.C and Need for Technology

BAF team has been spearheading the implementation movement of section 12 (1)(c) of Right to Education Act, which requires every recognized non-minority private school to reserve 25% of the seats in Nursery or class 1 for the children belonging to the disadvantaged group and economically weaker sections, in the State of Uttar Pradesh. BAF has succeeded in bringing about a significant policy reform in RTE and getting a historical figure of 4400 children admitted across 500 private schools in 26 districts in 2015 compared to only 54 admissions in the previous year. In 2016, UP achieved over 15,000 admissions under RTE across 50 districts of the state. To scale this model further, there is a need to enable the entire admission and tracking process over technology platform

Position Summary

Mission RTE has been the flagship program of Bharat Abhyudaya Foundation. The position involves managing five key verticals of the program that will have staff led by the Campaign Manager who will directly report to the Chairperson and closely coordinate with District Magistrates and District Education Officials. The five verticals of the program are – mass  awareness campaign, application process, admission orders, ensuring admissions in schools and child tracking.

The campaign manager is also required to coordinate with the senior bureaucrats in the education department to initiate procuring MIS model from Rajasthan, put together a team to customise it to Uttar Pradesh’s requirements, test it and deploy it in 3 districts.

Key Responsibilities

Key responsibilities include, but are not limited to

  • Piloting technology platform for RTE admission process in 3 districts of UP
  • Conceptualize the strategy and lead implementation of the mass publicity campaign for generating awareness on RTE Section 12 using conventional as well as unconventional channels. Innovation in leveraging the collaboration with government will be the key
  • Planning a field program for door-to-door reach-out and engage field team accordingly
  • Manage the admission process across various channels from identifying an eligible family to ensuring admission in classrooms
  • Manage the RTE Helpline’s service delivery target and its tracking. Also manage any grievances received over the Helpline with the respective district administration
  • Identify, develop and manage relationship with partner organizations and local champions
  • Remotely monitoring RTE implementation in 20 UP districts via weekly coordination with district administration
  • Assisting government in building internal capacity by conducting RTE Info-Sessions in districts with District Administration, Private schools and Media

Required Qualification, Skills and Abilities

  • Aptitude to work in an entrepreneurial organization with a strong sense of ownership and creating solutions for the country’s most pressing problems
  • Experience in Project Management and decent knowledge of education sector
  • Strong project management skills and leadership quality in ‘getting things done’
  • Willingness to learn, innovate and explore solutions
  • Bachelor’s or Master’s degree required
  • Ability to build personal rapport with government officials at various levels
  • Track record of managerial responsibilities with high achievement
  • Data analysis and presentation skills with knowledge of Excel, PowerPoint and Word
  • Excellent listening and communication skills with fluency in English and Hindi
